Whoever the creatures on a side would look to in a crisis, whether by pre-arranged authority or being the one to bark order confidently determines the sides reaction time.

Each side’s leader rolls a Cha save, and then every member of the side with the higher roll goes before every member of the side with the lower roll.

Someone could move, let another teammate act, and then take their action, this is fine.
